NLEX-Cavitex Port Expressway link proposed.

The Metro Pacific Investments Corporation owned Manila North Tollways Corporation (MNTC) has submitted to Secretary Mark Villar of the Department of Public Works and Highways Corporations, a proposed Public-Private Partnership project that will link the North Luzon Expressway (NLEX) to the Cavite Expressway (Cavitex).

Phase 1 of the proposed expressway will start at the end of Radial Road 10 (R-10) and proceed to Anda Circle in Manila. Phase 2 will proceed from Anda Circle, traverse Roxas Boulevard and head straight to Cavitex.


The MNTC proposal hopes to help alleviate traffic – particularly truck-traffic – congestion in Metro Manila and spur economic growth through increased commercial activity, by providing the city with a 4-lane roadway that connects the North to South, without having to pass through the already strained EDSA or C5 highways

The 15 kilometer expressway comes with a 62.4 Billion Peso price-tag because the proposed link will be made underground using “Push-tunnel” construction technology to minimize the impact its construction would have on traffic and on the existing surface infrastructure – a first in the Philippines.

As of this writing the DPWH has asked the MNTC to submit more information on the feasibility of the project.
